<p>U.S. Sen. Bob Corker defended his bid to privatize the secondary mortgage market this morning, taking questions and explaining his rationale before dozens of Nashville Realtors.</p>
<p>The meeting with the <strong>Greater Nashville Association of Realtors</strong> highlighted a major effort by the Tennessee Republican to engage industries worried about his proposal, which would unwind <strong>Fannie Mae</strong> and <strong>Freddie Mac</strong> and replace them with a kind of private futures market. Corker approached the group for the meeting, and received a warm reception coupled with pointed questions from an industry typically not at odds with the conservative senator with a history in the construction business.</p>
<p>“I’m not trying to stick a stick in anybody’s eye,” Corker said of his bill to “build back the private market” in the housing industry. “I’m just trying to make sure we don’t miss this opportunity.”</p>
<p>A central part of the housing industry is a secondary mortgage market, on which banks and other lenders sell loans they’ve made to free up their balance sheets for more lending. Government-sponsored enterprises Fannie and Freddie have long facilitated that market, along with an implied government guarantee backing mortgages as they are sold, packaged and resold.</p>
<p>When the financial crisis hit, Fannie and Freddie ended up in government receivership. Their evolving standards — which encouraged broad home ownership many applauded before the crisis — now frequently come up as having contributed to the loose lending the private sector engaged in during the housing bubble.</p>
<p>Corker’s bill would set up deliverability rules, transparency requirements and broad sets of data for a futures market, which he says will allow investors to judge the quality of mortgage-backed securities in a way they previously could not.</p>
<p>That has sent fears through the banking and real estate industries. Concerns over the absence of a government-backed market — even among those who say they agree in principle with Corker’s faith in the market — include foundering liquidity, sky-high home prices and a lack of investor faith in the packets of mortgages sold as securities.</p>
<p>Realtors echoed many of those points today, with more than one suggesting that the federal government should just return to the days when Fannie and Freddie backed mortgages with responsible standards for decades.</p>
<p>The exchange remained good natured if slightly tense, with Corker repeatedly getting laughs while referencing concerns in the room.</p>
<p>He took numerous questions, generally responding that the industry shouldn’t trust the federal government to not use Fannie and Freddie inappropriately once again. He also said his plan would be gradual, reducing the amount of guaranteed loans by 10 percent each year to let private-sector pricing gradually kick in.</p>
<p>Such market forces, he said, will generate liquidity that stops short of the bubble that burst in the recession. Many Realtors and others, though, remain concerned the shift will deal a major blow to the housing industry and home ownership in general.</p>
<p>Don Klein, CEO of GNAR, commended Corker for engaging the group and said he hopes the legislation will ultimately take stock of such concerns to find a solution.</p>
<p>“It’s such a complicated market that we’ve got tot take the whole picture into consideration,” he said.</p>
<p>Corker’s bill also arguably faces a steep climb in Congress: It’s one of many proposals surrounding Fannie and Freddie, and he’s part of the Republican minority in the Senate. The senator said he’s open to discussing changes to the bill — including a “backstop” for crisis times, though he declined to talk details — and believes that his legislation is affecting the debate, regardless.</p>
<p>“I don’t think there’s any question that what we’ve laid out is already influencing thinking,” he said after the event.</p>
